Bill was born July 6, 1936, in Sampson County, to Lubin Fletcher Bullard and Annie Laura Reeves Bullard. He was an avid train collector and big sports fan of the North Carolina Tar Heels, the Atlanta Braves, and the Washington Redskins.
As a licensed Amateur “Ham” Radio Operator (KA4LHU) and member of the American Radio Relay League (ARRL), Bill enjoyed using his radios to talk to people all over the world; to provide clear communication channels to help first responders during Governor-declared State of Emergency hurricanes that battered North Carolina’s southeastern shoreline; and, proudly served his country by connecting homesick service men and women at sea to their state side loved ones. After graduating high school Bill attended both Campbell College and Guilford College before earning his degree from the Cincinnati College of Mortuary Science where he was a member of Pi Sigma Eta Fraternity. In addition to his parents, he was preceded in death by a brother, Lubin Fletcher Bullard, Jr.
