Mildred was born in Peabody, Kansas to Theodore and Ruth Uphoff Lackey on October 26. 1926. She was the second child of 10 children and the first girl. She lived her first seventeen years in Peabody until she caught the eye of a young, handsome soldier: a member of the Military Police from Tyro, North Carolina as he was transporting German soldiers to work in the fields of Kansas. After graduating from Peabody High School in 1944, she was planning to attend nursing school funded by the U.S. Government in order to aid in the war effort. Her plans changed and she married that young soldier, Floyd Shoaf on October 3, 1944. Floyd always said that he had never seen anyone before or since, as beautiful as the auburn-haired girl he met in Peabody. Theirs was a true love story and they are together again. After the war was over in August 1945, she and Floyd moved back to Tyro with their first-born daughter. They set up housekeeping on Tyro Road where she and Floyd raised three girls and took care of his blind father.
Mildred was married to the love of her life Floyd Shoaf, until his death in 1989. She was also preceded in death by two daughters, Teresa Ann Shoaf Baker and Delta Ruth Shoaf, two grandsons, Jerry Floyd Baker and Lin Smith, a granddaughter Kendra Leann Dougan and great-grand daughter Montana Leigh Baker. Two brothers, Ted Lackey, Jr. and William (Bill) Lackey, and three sisters Margaret Lackey, Mary Windsor and Marjorie St. Caire. Mildred retired from Frank Ix and Sons in 1989. She was an active member of St. Luke’s Lutheran Church where she enjoyed her Sunday School Class, meetings with Simerson Circle, traveling with her church groups and playing cards with her friends and grandchildren. Mildred loved to work in her yard and cooking for her family. She delivered Meals on Wheels and was a member of the Squar-N-Aders Western Square Dance Club of Lexington.
